You can upgrade from an LTS release to the next LTS release (for example, Ubuntu 6.06 LTS to Ubuntu 8.04 LTS)
Or upgrade from any Ubuntu release to the very next release (for example Ubuntu 6.1 to Ubuntu 7.10 or Ubuntu 7.10 to Ubuntu 8.04 LTS) but can not directly jump. I suggest upgrade to 7.10 then 8.4 and 8.10. It is long procedure. See following doc for more info:

First backup data and then follow upgrade procedure as per your time.
