Want to know if cron service running on a Debian or Ubuntu Linux server, try:
ps aux | grep cron
pgrep cron
service cron status

Sample outputs:

cron start/running, process 4014

If service not running, start it:
sudo service cron start

If you are using systemd based Debian version 8+ or Ubuntu latest only, try:

systemctl status cron
Sample outputs:

● cron.service - Regular background program processing daemon
   Loaded: loaded (/lib/systemd/system/cron.service; enabled)
   Active: active (running) since Sun 2016-01-17 13:31:09 IST; 10h ago
