To add the new user on Ubuntu Linux, type:
$ sudo adduser {userNameHere}

To add a user named tom, run:

$ sudo adduser tom
Sample outputs:

Adding user `tom' ...
Adding new group `tom' (1002) ...
Adding new user `tom' (1002) with group `tom' ...
Creating home directory `/home/tom' ...
Copying files from `/etc/skel' ...
Enter new UNIX password: 
Retype new UNIX password: 
passwd: password updated successfully
Changing the user information for tom
Enter the new value, or press ENTER for the default
	Full Name []:Tom Jerry 
	Room Number []: 99
	Work Phone []: 1234-56
	Home Phone []: 
	Other []: 
Is the information correct? [Y/n] Y

To give administrator privileges to add user accounts to sudo group:
$ sudo adduser {UserNameHere} sudo

Give admin privileges to tom user, run

$ sudo adduser tom sudo
Sample outputs:

Adding user `tom' to group `sudo' ...
Adding user tom to group sudo
Done.

Verify user name and group membership:
$ id tom
Sample outputs:

uid=1002(tom) gid=1002(tom) groups=1002(tom),27(sudo)
